No, you do not need to be online once the program is downloaded. You can download the program from your iPhone and transfer it to your offline desktop to use it.
Yes, Embroidery Reader will allow you to open any embroidery related PES file and then it will allow you to save that PES file that is currently opened as an image to one of the standard image formats: BMP, PNG, JPG, GIF, and TIFF.
The PES image will open in another Embroidery Reader instance, therefore you can close the previous one.
The Embroidery Reader application will allow you to only view PES files without the possibility to send them to the Brother Sewing Machine. I strongly recommend using the applications dedicated for this particular job. For example, access the Brother support page and then input the model number of your Brother Sewing Machine to see all the available downloads.

I've installed this application on Windows 10 64bit and it works just fine, only that you have to install the latest version from the official website and use Run as Administrator in order to install it.
